The river bed continues to degrade at an accelerated rate, lowering the water surface elevation and undermining the banks, endangering the intakes and outfall structures.

Utilities which draw water from the Missouri River have been experiencing difficulty with their intake structures due to low flows in the Missouri River resulting from channel degradation, drought conditions and operational changes by the Corps of Engineers. The cost of corrective action continues to increase along with the need to relocate water intake and discharge structures. Degradation is also jeopardizing the integrity of the Kansas Cities Levee system and will become catastrophic if the underlying causes of the degradation are not determined.

    MOARC supports the efforts of the Mid-America Regional Council and the many project stakeholders to stop the bed degradation in the Kansas City reach of the Missouri River.  The current request is shown below:  

    MISSOURI RIVER DEGRADATION - FY16 $300,000 General Investigations

    STATUS

    Study began in 2011 with rescoping for SMART planning and 3x3 objectives in November 2012.

    Array of viable solutions have been identified to study in 2015 and complete the study.

    Design of solution planned in FY16.

    18 regional stakeholders cooperatively serve as Non-Federal Sponsor.

    BENEFIT OF PROJECT

    Determination of cause and correction of river bed degradation will correct utility intake structure difficulties and bridge pier foundation exposure due to low water from bed degradation and will protect the integrity of Kansas Citys Levee System and BSNP preventing catastrophic failures.

    Efforts will include review and analysis of all hydrographic and sedimentation data, hydrographic surveys, river modeling and collaborative assessment of causes and alternatives with stakeholders within the impacted reaches. 

    A Federally funded investigation of the causes and likely progression of bed lowering in the Missouri River between river miles 340 and 400 is requested with a view to identifying justified measures for control or remediation of the condition.

    This is a critically important effort as millions of dollars of Federal investment and local infrastructure more than a million citizens can be imminently adversely affected.
    Authorization exists under Sec 216 of the Flood Control Act of 1970, evaluation of Missouri River Bank Stabilization and Navigation Project (BSNP).
